內(nèi)容概要
國(guó)際經(jīng)貿(mào)活動(dòng)是在原始社會(huì)末期和奴隸社會(huì)初期隨著階級(jí)和國(guó)家的出現(xiàn)而產(chǎn)生的,直至資本主義生產(chǎn)方式確立后才獲得了廣泛的發(fā)展,才真正具有了世界性。對(duì)國(guó)際經(jīng)貿(mào)活動(dòng)的系統(tǒng)研究始于15世紀(jì)的重商主義學(xué)派,至今已形成涉及領(lǐng)域廣泛、結(jié)構(gòu)完整的學(xué)科知識(shí)體系。
與一國(guó)國(guó)內(nèi)經(jīng)濟(jì)不同,國(guó)際經(jīng)貿(mào)活動(dòng)要涉及兩個(gè)或兩個(gè)以上國(guó)家(或地區(qū))的當(dāng)事人,而全球范圍內(nèi)又不存在一個(gè)超國(guó)家的權(quán)力機(jī)構(gòu)對(duì)這些活動(dòng)進(jìn)行規(guī)范和管理,因此,國(guó)際經(jīng)貿(mào)活動(dòng)的習(xí)慣做法及各種規(guī)則往往是先發(fā)國(guó)家國(guó)內(nèi)做法和規(guī)則的延伸,由此決定了先發(fā)國(guó)家和后發(fā)國(guó)家在國(guó)際經(jīng)貿(mào)人才培養(yǎng)方面的差異:先發(fā)國(guó)家由于國(guó)內(nèi)外經(jīng)貿(mào)活動(dòng)的做法和規(guī)則差異不大,因此很少專門設(shè)立國(guó)際經(jīng)貿(mào)類專業(yè),而是將其內(nèi)容分散在相關(guān)專業(yè)的課程中進(jìn)行介紹;后發(fā)國(guó)家由于國(guó)內(nèi)外經(jīng)貿(mào)活動(dòng)的做法和規(guī)則差異很大,因此往往專門設(shè)立國(guó)際經(jīng)貿(mào)類專業(yè)。
中華人民共和國(guó)成立后,在計(jì)劃經(jīng)濟(jì)體制下,國(guó)際經(jīng)貿(mào)本科層次人才的培養(yǎng)主要集中在少數(shù)幾個(gè)財(cái)經(jīng)類院校。改革開放以后,國(guó)內(nèi)各類高校在本科層次紛紛設(shè)立了名稱各異的外經(jīng)貿(mào)相關(guān)專業(yè)或方向,包括對(duì)外貿(mào)易、國(guó)際貿(mào)易、國(guó)際經(jīng)濟(jì)、世界經(jīng)濟(jì)、國(guó)際經(jīng)濟(jì)合作、工業(yè)外貿(mào)等。1993年,國(guó)家教委印發(fā)了《普通高等學(xué)校本科專業(yè)目錄》,將國(guó)際經(jīng)貿(mào)本科層次專業(yè)規(guī)范為3個(gè),即經(jīng)濟(jì)學(xué)學(xué)科門類下的“國(guó)際經(jīng)濟(jì)”專業(yè)和“國(guó)際貿(mào)。易”專業(yè)、工學(xué)學(xué)科門類下的“工業(yè)外貿(mào)”專業(yè)。在1998年教育部頒布的《普通高等學(xué)校本科專業(yè)目錄》中,進(jìn)一步將1993年目錄中的3個(gè)專業(yè)及原目錄外專業(yè)“國(guó)際商務(wù)”合并為“國(guó)際經(jīng)濟(jì)與貿(mào)易”專業(yè)。
最先在國(guó)家(或地區(qū))之間發(fā)生的經(jīng)貿(mào)活動(dòng)是貨物貿(mào)易,它至今仍是國(guó)際經(jīng)貿(mào)領(lǐng)域的重要內(nèi)容。關(guān)于國(guó)際貨物貿(mào)易的教學(xué)與研究起步早,成果多,課程體系完整,主要包括理論、實(shí)務(wù)與慣例、專業(yè)外語(yǔ)三類課程。隨著國(guó)際經(jīng)貿(mào)活動(dòng)領(lǐng)域的不斷拓展,國(guó)際經(jīng)貿(mào)類專業(yè)的課程體系也隨之完善,增加了諸如“國(guó)際技術(shù)貿(mào)易”、“國(guó)際經(jīng)濟(jì)合作”、“國(guó)際投資”、“國(guó)際服務(wù)貿(mào)易”、“國(guó)際物流”等課程,國(guó)內(nèi)部分院校還基于這些領(lǐng)域設(shè)立了專業(yè)方向,細(xì)化了課程體系。
