Niu Wenyuan(Nov.7,1939),professor ofChinese Academy of Sciences(CAS).In 2001,he wasselected to be the member of The World Academy ofSciences(TWAS).In 2003,he has been appointed tobe The Counselor of The State Council of The People'sRepublic of China by the Chinese Premier Mr.Wen JiaBao.In 2004,the Senior Advisor,Institute of Policy & Management,CAS.
Prof.Niu has been the founder of China'ssustainability sciences.In 1984,he was as Chinesespecialist to involve in the drafting of The BrundtlandReport Our Common Future.In 1994,he published the first theoretical work An Introduction toSustainable Development in China.Up to now,the book has still been a major contribution to Chinese sustainability,and as the textbook or/and major reference of sustainability field inuniversities.Prof.Niu has been the director and chief scientist of national sustainable developmentstrategy program of China since 1992.He has leaded to study and edit annual report “China's SustainableDevelopment Report” which is the first national sustainability strategic report in Chinafrom 1999 to now.He is the executive editor-in-chief of The Overview of China's SustainableDevelopment(It has been called “ National encyclopedia of China's sustainability science”included 20-volume).The great work won the authoritative “2010 Chinese Government PublicationPrize”.
In Sept.19,2007,both of Prof.Niu and Former President of Italy Mr.Ciampi togetherbecame the winners of “2007 International Environment Prize”(2007,Assiss,Italy).Theaward's single sentence to describe NIU's achievement is: “Prof.Niu Wenyuan has been founder ofChinese environmental monitoring and warning system and responsible for China's nationalsustainable development strategy programme since 1988,he created theoretical systems of Chinesesustainable development,designated sustainable development strategic frameworks and discoveredbasic regulations of development behaviour.”
Prof.Niu created a conceptual framework to estimate sustainability using Systems Science.Thetheoretical systems can be applied to estimate development ability,development cost,anddevelopment quality under the sustainable development principles.Niu established a sophisticated index to quantitatively assess sustainability.The index includes 5 categories,19 models,42indicators,and 235 elements.Using the index to rank 31 provinces of China each year and monitorsustainability variation of the regions.And he is as the first person to put forward “GDP QualityIndex”(in 2010)to quantitatively evaluate the green degree,ecological deficit,and true wealthof a country or a region.Up to now,he published more than 20 books and 180 papers aboutresources,environment,and sustainable development in China and abroad.

  1. Degree of agricultural stability  One of the premises of agricultural sustainable development is to maintain the relative balance between product supply and demand. The great rise and fall of agriculture actually deviate from the sustainable development. In the Chinese history, the disturbances of agricultural production and economic imbalance they incurred caused great losses against the national economy of China.As a result, the stability of agricultural production is of great significance for sustainable development of agriculture. We have selected the following few indicators to measure:  1) Index of grain fluctuation is the ratio of variance of grain growth rate over the past 5 years to its mean value. It is an important indicator measuring the stability of grain production. China has long been a nation with great pressure on survival. The country has a huge population, which is still expanding. When China cannot have the survival of its people relying on the fluctuating international market, the Chinese people have to depend on themselves to solve the problem of food. As a result, the stable growth of grains is of great importance for China.  2) The index of fluctuation of agricultural output. Though the fluctuation of output is impacted by the output fluctuation of agricultural produces, the output, more from a perspective of value, reflects the general situation of agriculture. There are some differences between these two elements. We use the ratio of agricultural output growth fluctuation to its mean value to get the index.  3) The index of income fluctuation. The stable growth of per capita income is the direct dynaruics stimulating the farmers to engage in agricultural production, push forward grain .production and even the sustainable development of the entire agriculture. The income fluctuation focuses on reflecting the change of income distribution. We also use the ratio of per capita income growth rate to its mean value to get the index.  2. Degree of Agricultural Sustainability  The degree of agricultural sustainability is first studied from the perspective of agricultural environment and agricultural development. To be specific, the development and use of agricultural resources should not exceed the capacity of agricultural resources and environment. The short-term irrational development might bring some immediate benefits. However, such immediate benefits are far from compensating for the losses caused by destruction of agricultural resources and deterioration of agro-ecological environment, thus weakening the lasting supporting capacity of development.  ……
